goto:

MW3/admin/server.cfg

 

open with editor

 

look out for:

// Toggle allowing dead players to chat with living players (0 (default) or 1)

seta g_deadChat 0

 

change the value from 0 to 1.

 

Job done as for i know. Never tried it befor to be honest..
