Se esse erro aparecesse no IW5M, era realmente preciso arrancar os serviços da Steam.

Mas no IW4M, esse erro aparece quando há um problema de comunicação com o servidor. Normalmente quando há uma proxy activa (quer seja no cliente ou no ISP).

Vai às opções do internet explorer, no separador das ligações, e certifica-te que não tens nenhuma proxy activa.
