Maybe you have an internet connection problem. Here, try this software. http://www.badosoft.com/connectivity-fixer.php. I used to have a same problem as u. But then i try to use this this software. This software provider also have Latency Optimizer. Its good to reduce ping.

I don`t think that i need this becaus i can play other games like css with a 30 ping

Well, a .net Framework 3.5 problem in windows 7... I bet that you're also experiencing problems with other applications such as directx installer... I've seen that happening on 3 or 4 computers already.

Go to control panel, programs, and then "enable or disable windows features"

Make sure that "Microsoft .NET Framework 3.5.1" box is checked.

In those other computers where I've seen that problem happening, the box was checked, and the only solution was to reinstall windows to fix the damaged Framework.
