Do you own the game on Steam and if you do is your profile set to PUBLIC ?

You need legit MW2 on a steam account that is set to public

 

Even if you've got that already you can still get this error, just keep trying, it'll eventually stop and you can play. (Happened to me today, had to restart 20 times or so) thats why it says "Try again later" :roll:
