The plugin interface is only available to dedicated servers (Source does this too)

    I meant without a dedicated server, like when you start a private match.

    The client doesn't even load the InfinityScript library which serves as a bridge between the mod code and the game... Therefore it is currently impossible to use InfinityScript in a Private Match. If NTAuthority gets inspired then maybe he will add support for Private Matches but I doubt it.

    It is, you just can't connect to other people atm.
