So I used eam to get to level 70 and I prestiged. Now I'm 1st prestige level 1 and I can't reset my stats/get back up to level 70 because when I restart iw4m it just puts me back to level 1 first prestige. I've tried several things but nothing seems to work. Pretty much what I want to do is either get back up to level 70(doesn't matter what prestige) , reset my stats, or just create a new account I clan play iw4m on.

Well then, why don't you use a new account ? Also, did you unlock the spining skull emblem ?
