Is it possible to setup my server so that it will go to lobby after the match so players will be able to change classes during countdown or let players change classes through a menu after the match.

No way to do this that I am aware of.

I remember it being possible to open the menu in game, but it just wouldn't save the changes so it didn't actually work. So no, it's not afaik.
