B3 not starting

I installed b3 like in tutorial by diduknowipwn.

 

I set up everything I run b3_run.py and then a cmd window comes up and shows some message and then closes in a second before I can read message.

    Why am I getting this even the server is on?

    It can be wrong rcon IP, wrong rcon port, wrong rcon password, wrong parser, unavailable sockets...

     

    rcon does not respond, it may be that the server is not running.

    The location of the server ip is wrong in b3.xml

    The rcon password is wrong

     

    Testing RCON : >>> Oops: No response

    >>> Could be something wrong with the rcon connection to the server!

    >>> Hint 1: The server is not running or it is changing maps.

    >>> Hint 2: Check your server-ip and port.
