Crytek said they found a way to emulate DX11 effect with CryEngine3.

oh the money whores... They can't do that on a 2008 GPU because "GO BUY A NEW ONE IDIOT"

but they emulate it for the consoles because the consoles are outdated.

Consoles aren't GPU based, it's mostly about CPU, so you can't really compare consoles and PC.

For consoles, developers write native shaders heavily optimized for one GPU model. For PC, you have to support shitloads of GPUs.

Consoles are made just for gaming and all its power goes into that, while pc has dosent of other things it has to worry about. But still i think a DX10 card could run crysis 3 just fine on lower settings.

Why not Microsoft release a gaming OS? (What consoles have)

DirectX version has nothing to do with performance of the GPU. If they supported DX10, there would be DX11 GPUs that could barely run the game on min settings and in DX10, and DX10 GPUs that would run the game at high settings.

But who would buy the xBox then? And yes, I was thinking about this, I bet it's possible to install xBox OS on PC with some tweaks, which would work much better that any emulator, but I have no knowledge to do something like that.

Then you need 1000% more tweaks than having a Hackintosh... BTW a cleaned up Windows would bang. (Just a windows with cmd.exe and drivers so just give the games location and the game starts?) Windows Xp with only internet, sound and time services and drivers and Directx...

I'm not sure, but I think it's the xBox MoBo that gives the green light to OS when firing the system up. If we could tweak it so every MoBo could start the OS, we would already have a base.

The next thing would be hardware, as none of the apps would work with your hardware. There's 2 options here, either you buy same hardware as xBox has (this is worse solution because you most likely already have better hardware, and buying this specific hardware costs as much as xbox itself.) That's why second option is better, you would get to keep your hardware which must be same or stronger than xBox, so you can dual boot your PC for xBox and normal windows. You would need to limit your components to work exactly the same as xBox' while in xBox OS. This is the hard part, and co tains most of the emulation.

Please note that all of this is just theoretical, as I have no idea about xBox OS.

Games for xbox/ps3 are written for their specific components, there is literally no way to "tweak" it to run on different hardware, without completely rewriting it. This is also the reason why I think that cod will finally get a new engine this/next year, but who knows, atvi will do everything in their power to not have to do anything.
