today i created a server ...

edit server.cfg , dedicated server , open ports , and everything done ..

i can join to my server by using my Local Area Connection > ip adress with the port i opened ( 192.168.1.7:27015) it's work fine for me and i can joined ( but the server doesn't available in "Internet" server list ..

then i send my ip from here ( whatismyipaddress-com/ ) to my friend to be something like that ( 188.54.24.52:27015 ) and they can't come to the server .. why ?

    I guess you must add port 27017 aswell for your server to get listed (assuming that your net_masterServerPort is 27017)

    Then ask your friend if he can find it on the list. That's how we'll find out if the problem is with the forwarding or with windows time.

    i check everything ..

    when my friend join to the server it's say .. connection timed out .. :(

    If your friend can see your server on the list, then the problem is with the server's or the client's windows time.

    If your friend can't see your server on the list, then your problem is most probably related with the ports forwarding.
