The third question has been answered. There's no way to check if clients have legitimate copies of the dlc's unless NT uses the steam api which he's not going to do as it uses VAC. Therefore there will not be an issue having map pack copies not purchased with steam or at all for that case.

Well, in fact, I'm aware of the discussion, but it's a bit messy so I created this post to clarify it. It appears too that no one really knows anything about the status of the project.
