greeting code for server .cfg file

Man i've been searching high and low for this:

 

the code to add to the .cfg file to have a greeting when someone joins up on my server.

 

to have something like: "welcome to mayhem server! only rule no hackers allowed!!!"

 

automaticly show up when they join.

I used to run a server for the original modern warfare, it's been a while , i use to have that and i also had it set up to automaticlly download maps if you didnt have them by hosting them on a rented space on a server lol, man i forgot a lot , have to say this server was easy as pie to set up!!!

One more quick question Napsterlove:

 

my server is my old gamer running WINXP, also doubles as my home work puter, I have a 128GB crucialM4 laying here, I could pop that in and dual boot with server in windows 7 on the ssd, the question is:

 

better to run server with b3 on windows xp or 7?
