My bad, something was missing.

If anyone else has this particular problem, install .NET Framework 3.5 support.

In Windows Server 2008, here's how:

- Go to Server Manager > Features > Add Features > (expand .NET Framework 3.5.1 Features) > (check .NET Framework 3.5.1) > (click Install)
