Bullet receive a little late

So i join some server, and whenever i shoot some one, my bullet receive late. And i got better ping then the other one i shoot. So i shoot him and the bullet receive like a 0.5 secs late. Which brings advantage for the other. I died like that so many times! i tried restart pc but didn't work. I join other server, same problem.
