Server Is Up, But Not Visible.

I've seen many people say this in other topics but have not seen one reply on a way to fix it. Does the server take time to be "accepted" or something?

It says it's connected and map has loaded successfully - but even "connect localhost" doesn't get me in my own server. (I even tested it on normal Mw3, so it's not there either).

My only guesses are either we are not supposed to connect to "Steam Game Server" or antivirus's are just too damn strict to let connections through. I don't know - But i'm wondering if anyone has encountered this exact problem but has fixed it. Reply anything really - I'm lost.
