I put the two files into my MW3 Directory that I placed on my desktop. I double click on the LaunchIWM5

 

and it starts to download for a couple seconds and gives me an error. I have placed the screen shot in the attachments.

Seems like you are running two copies of the game, or something else is using the files. Give your PC a restart and start LaunchIW5M.exe as administrator.

I have restarted my computer and ran the LaunchIWM5 as admin and now I get another error.

 

PS: I have checked to see if I had full control over the file and I did.

Well, its still blocking your rights. Try using this to get ownership of the entire folder and try again.
