Stay with yout phantom, The 4170 is also having 4 cores and isn't even better. (or did they fixed that?) however it is still now worth the money to upgrade.

But you can't start your client when you server is off. and than start your server. Because than will the client use your 28960 port. However I'm not sure. I always started the server first just to be safe

Have you tried restarting your pc? On my lan party I had a kid that was also unable to connect and after restarting his pc he could connect. (and ofcourse all the virusscans off)
