I have a question about the serverplaylists... Is there a playlist avaible for MW2 servers? When the map is over, it will choose a map out of the mappool and load it. Like the lobbysystem in Steam.

No. As the biggest part of that is handled server-sided.

You can use a mod that will create a voting right after match finish..
