It seems like your script has a problem but it's able to function, but it has an empty/null "answer". What scrip are you using?

I am not running any script at all... no B3, no infinity script, no mods...

 

it happened when there were some russian players playing on the server and they were doing something funky

I've seen that error happening already when the server tries to output a code character into the game log (by the time I've seen it happening, the symbols were { and } , and were being output from the sv_hostname command)
