timescale is the command. You have to use devmap mp_rust to turn sv_cheats on before you watch the demo and use timescale. For watching the demo in normal time it varies around 1.2 to 1.4. But if you're planning on recording it record it at timescale 0.1 and speed the footage up 10x so you have 10x the frame rate you record with. You can do this using vdub (virtualdub)

Well, the IW engine is based on the ID Engine, from which the Quake series was born, so yes they share a very small number of commands.
