Have you tried adding startup parameters like " +fs_game mods/(ur-mod-name-here) " ?

3. It seems you havent even downloaded a mod yet... or you have, but you havent out it anywhere. What mod do u have/want?

Do you mean, using a mod on your server, but that the gametype in the serverlist is normal (like Search & Destroy or whatever?)

 

Put that mod in m2demo thn, thought that did the trick (and don't use +fs_game mods/...)
