I start the mw3 mp, it keeps saying steam must be running, i start steam and it still does the same thing, any help would be nice

First start Steam then start the game, don't start Steam while the game is already opened. It shall give you another error if you don't have the game bought(read the error).

hi, I had this problem too. you just have too make a new folder in your game folder and rename it to =nope=
