i am using BitTorrent (the same as uTorrent)

Alright then, i really need a solution to this

I've added a torrent 4 days ago but my speed didn't even start as the maximum speed so i tried to follow some guides but it's download speed became unstable (goes to a higher speed then gets back to low speed)

I couldn't find another solution for this as i Reset its settings any help ?

why not use uTorrent

also, what's your max download speed?

and do a speedtest.net test

I said before it's the same as uTorrent (it's made by uTorrent)

 

and max download speed around 120 kB/s

 

Speed test (ISP is going to install fiber on jan)

Edit: and download speed on the torrent cannot exceed 10 kB/s

Depending on the torrent, all of the peers in your swarm (or all peers in general) don't have enough seeds (or peers with 100% of downloaded) causing the download speed of YOU to be reduced because of the large ratio of downloaders to uploaders. (if the torrent is Tx 2 then there are just a shit ton of leechers causing horrible download speeds with an occasional burst when you connect to a fast peer)
