And you will find some code snippets on the 'Mods' forum, in The_InHuman's thread.

Visual Studio or MonoDevelop are the only 2 IDEs that I know of that are any good for C#. And look at the snippets provided in the scripts folder. A background knowledge of gsc functions is helpful too. IW3 script reference: http://www.zeroy.com/script (iw3 but most still apply)
