First, you're not going to find that control panel. This is a DESKTOP, so it's not going to be running any switchable graphics (though TBH, you might be running off of Intel Integrated since the CPU contains a GPU also- your monitor *is* plugged into the video card and not right off the motherboard, correct?- but it's unlikely that you made that mistake considering you are playing BF3 on Ultra with no lag).

A couple of suggestions:

-Make sure 'dual video cards' is enabled in-game. This is a GTX 590 (it's 2 slightly downclocked 580s on a single card), after all; and make sure SLI is enabled outside of that (it should be in Control Panel>nVidia Graphics (or something like that); mess around in the options until you find it.

Though TBH the game should be running at over 9000 FPS on just a single 580 anyways, let alone 2- I'm not sure what the people above me (sans NTA/Sobe) are thinking. This isn't a hardware issue (or shouldn't be, anyways- do you get random freezes and framerate drops in other games?).

-In Options>Advanced Video, set texture quality to 'Manual'; then set the following 3 settings to 'Native', 'High', 'High', in that order.

In IW4M (you likely have the same problem there, too), set to 'Extra', 'High', 'High' (IW5 adds 'native' in place of 'Extra'- that's the only change).

This is the aforementioned issue's fix (Sobe121 mentioned this).

-When the game starts up, minimize it and look through the console logs. You should see a string starting with "Video card is" and then the name of the card; this string is going to be in the middle of the log. If it says "Intel HD3000", go into your motherboard's BIOS and shut the integrated graphics down; then reboot and play. If it says "nVidia GTX 500 series" (or similar), you have bigger problems which should be solved by the above fix anyways.

The problem is not unique to you, by the way- I have the same issues.
