I guess the map loading is too slow? I would try shutdown the server and run disk defragmentation.

Or maybe he has too bad pc and isp for dedicated server?

    Most probably because your PC is taking long time to load maps..

    Try lowering the Game Texture quality..

    It's a server issue, not a client issue.
