how do i execute a console command on C#?

don't know what the difference between the two is other than speed.

Depends on the stuff that you want to load into a running server.

If you want for example load/reload a script, a fast_restart will be enough.

If you want for example to load another cfg, a map_restart or rotate will be needed (many commands don't get loaded with just a fast_restart)
