I have downloaded all the dlcs from newstore but whne i install them they not working and how can i get all the dlc pack 1 2 3 4 to work ?

You could try manually installing the dlc's

Copy the contents of your DLC/zone/dlc/ into IW5M/zone/dlc and copying the contents in DLC/main/ into IW5M/main/

But i mean can i get the aground and terminal erision maps from the newstore and vortex and all those maps that has been released from beginning ?

You can't get Terminal Map and Faceoff maps from "New Store" since they are free maps..

But Vortex and all, yes you can..
