    Port 3074 is being blocked. Open exception rules (both TCP and UDP) for port 3074 on whatever firewall that might be blocking it (either windows, anti-virus or router firewall).

    Whats your router model?

    Also have you disabled your router firewall? as that generally causes this issue..

    also delete caches.xm, its in your game folder.

    Time Sync is only for the "Connecting" issue, when a user is trying to connect to a dedicated Server,

    this issue is completely different...
