i cant see the "server option" in the main menu (Sorry for my bad english)

Options --> Dedicated Server --> Enable Server Browser (turn it on)

i go to options and i see

i dont see "Dedicated server" option

In the MW3 Main menu go to "Options" then you will see "Dedicated Server"

37. How to download the MW3 Game files?

You can download the MW3 Game files using the HldsUpdateTool (Half Life Dedicated Server Update Tool), provided by Steam.

Install it.

Open up Command Prompt (Windows+R then cmd then click OK)

Change directory in CMD using the cd command. Either of the commands below will direct you to the right folder:

cd C:\Program Files\Valve\HLServer

OR

cd C:\Program Files (x86)\Valve\HLServer

 

Then launch Hldsupdatetool using the parameters below in CMD:

hldsupdatetool.exe -command update -game "modernwarfare3" -dir "D:\dir" 

replacing D:\dir with the directory of your choice.

Also there's no "External Server list" but there are Server Parser's and Onine Server list's in which you can obtain the server IP and Port in which you can use to connect to the dedicated server via the console..

Don't forget that you'll need this -> viewtopic.php?f=30&t=10242 once hldsut is finished with updating.

Also, delete caches.xml if you have it, after running hldsut.
