Watching videos when suddenly reminded of a movie I watched about two years back and I don't know where to ask so, you guys could sure help me.

It was a movie about a guy whose older brother was in the U.S. Army (operating a self-aware government A.I. which then killed him [iF I REMEMBER CORRECTLY]) and is now hunted by aforementioned A.I. which controls pretty much everything that has anything to do with electricity. First the guy finds his apartment full of weapons, then his bank account filled with money and has to do what the A.I. tells him.

There's some secret agency dudes involved towards the end if I remember correctly.
