B3 FAILURE?

Yo guys, my proffesional programer make us a server, and server works fine.

but then when he make everything he need to make b3 runing, he run b3 and its says Connect to db: FAILED!

 

what to do guys? Can you help here? Why b3 dont want to connect to db ..
