Basically, not until the admins decide it is time, and there is enough players from your nationality.

 

Just as a general note, as ltorrelles mentioned, it is not neccessary to post here about wanting your own regional. We know what languages exist, and we will create a new forum when we find it neccessary.

Same goes for asking to be a regional moderator; useless; if you are qualified, you will know, if you are not, asking does not help you get qualified.
