Why? You don't need to have Steam

Put these Keyword in the GOOGLE search " Download Call of Duty Modern Warfare 2 RELODED thepiratebay " and click on any of the first 3 links and download the game via torrent.

Next reinstall IW4M with the DLC and you should be able to play just fine.
