I have been trying to play but get a constant frame rate of 20-40

My pc specs are i7-3820, and Ati 7970 so you can see this should not happen lol, i get more frames in crysis maxed. Note I have no problems running the steam version of the game.

 

Any ideas?

Somethimes this happens to me, can't get more than 40 FPS then I have to wish for a miracle or reboot my pc...

 

PD: Also it is FourDeltaOne not FourDeltaZero !

go to settings and turn off anti aliasing

Try turning off depth of field, and check your resolution if you haven't already.

How much RAM do you have?

OP, does this happen on all maps or just the new ported ones?
