Download visual studio c++ express 2008. Open the sln file. go to properties and post build step. Remove the part that says copy (or change it to your mw2 directory). Copy the files in dependencies/runtime to your mw2 folder. Debug->Build. It will output to the Normal folder in the root of the project. Copy iw4svr.dll to the mw2 directory and rename iw4m.dll. Play.

Reinstall TourtiseSVN and make sure to install the command line client tools http://gyazo.com/554acd68046b783f0a72193ab560b778 ~ then restart your computer

Oh, works now.

I accidentally did the post-build event or something earlier :)
