Just a bunch of answers...
To everyone who is getting the "steam must be running to play this game." -error, just replace all the files (iw4m.exe, iw4m.dll, libnp.dll and the raw.iwd). Worked for me.

 

I've found a fix for the "steam must be running" problem.

 

Step 1. Start iw4m.exe, wait til it says steam must be running.

Step 2. Exit steam and start iw4m.exe, it will obviously say "failed to intialize, please start steam and restart the game"

Step 3. Start steam again, open iw4m.exe and it should work.

 

-Step 4- If it wont work, exit steam and open it as adminstrator and open iw4m.exe as adminstrator too.

 

This worked for me, hope it works for you too.

 

Suggestion for FAQ...

Q. I get the error Steam must be running to play this game after steam verification, how may I fix this.

A. Download the files from here, and put them in your MW2 folder. Select the files you just added to that folder, right click them, and click properties. Make sure read only is checked. (worked for me. might be possible fix...)

These wont guarantee anything.... If you try it and fail then you've wasted your time. these are POSSIBLE FIXES for CERTAIN PEOPLE...

If those don't work its the libnp.dll file. This shouldn't have anything to do with steam, unless your stupid enough to try and run the game w/o steam...

When I was checking the .dll and the .iwd file to change them over to read only, I noticed that in the properties box right next to the section where you can tick the read only box, there was another button that I had never seen before that said "Unblock" and had a description stating to the effect that the file could be blocked due to it being from another computer. I decided to unblock all of the files and switch them to read only and sure enough, I was able to launch the game without a problem. I can say if it was the read only thing or the unblocking thing, but nothing else helped me except that.

 

Also, my OS is Windows 7. Can't say for sure if that dialogue is in the property boxes for Vista or XP.
