That's because its for dedicated servers.

 

to join his server. you gotta ask him for his ip and port which should be 28960. He will also need to forward that port (both UDP & TCP) with his router in order for to connect to his private match..

 

 

Now for you to join his private match. you will have to open console with your ~ key beside the 1 key and type in

connect 123.456.xxx.xxx:28960
