Help! Low FPS on Gaming PC!

Ok I don't know why but the fps on my com is around 40-60 on low settings which is concerning because I can run black ops on max settings at around 70-90 and battlefield 3 at max settings at around 45-70. Please help!

    Haz rock solid 30-40 fps on amd sempron 2800+ 1,61ghz 1 core cant be dat a "gaming" pc cant run it at 90-95 maybe background progs or outdated drivers. Try disabling ALL unnecesary progs like skype,msn etc, updating drivers.
