I solve it and I use spanish because an Argentinian User from other web make a repack and converted to spanish

Then that 'repack' does not include updated language files.

i installed everything as you said

but when i want to play the game a console shows up and there is an error that says steam not running

steam must be running for initial authentication to success . start the steam and restart the game to continue . (and sorry for my bad english )
