I saw a patch that made it able to play the DLC's without buying them??

Is this allowed from NTA or will this cause 4d1 to be shut down again like aIW??

NTA has no control over how you get the DLC, nor does IW4M have the ability to check to see if you bought the DLC.

Not that we can stop you.

However, 4D1 will not get in trouble as clearly says that you have to have the legitimate version, and therefore 4D1 will not be responsible for users of 4D1 who have circumvented the Steam check (hm, lots of people).
