As for bypassing the ISP filters, try using TOR.

Seeking through your posts I can see that you are willing to somehow emulate the current NP server. Anyway, the remauth.php file is used to authorise the client (exe sends login & pass there, then it is parsed on the server and you either get authorised or not) - so obviously nobody will post the source code of the remauth.php file for you, as it would make it easier to branch the security behind all that stuff.

the less everyone actually knows about the aCI, the better... Since you're not planning to cheat, there's no need for you to know how aCI works, is there?
