it's time to create your database. Login on PhpMyAdmin, create the database and import the sql template that you can find inside b3\sql on the b3 package.

You're supposed to have some base knowledge on webservers, mysql, and so on... that why I said at the very begining of the tutorial that there are several tutorials out there about each required component.

Anyway, extract phpmyadmin folder to the root of your webserver and then open a web browser and type:

http://127.0.0.1/phpmyadmin
