I'm sorry, but we can't do anything about it. Speak to him personally. Also, the IP is needed for servers, you have clearly no experience with any networking related stuff. If you have his name, the police can help you, as DDosing is illegal in almost every country. But as I said before, we can't do anything, so I'll lock this.
