HELP on dummy mod how to install

help in need to install the mod but theres on tutorials i have a dedicated server and cant figure it out can u help me pls

    Then you don't need a dedicated server, just make a folder in 'Mods' called 'dummy', then put the .iwd file in there. Then just load up the game, go to Mods, and double click 'dummy'. Load up a private match and then you're done, I'm assuming you have the file? Yes?
