I don't know why, but I'm stuck at Connecting to Online Services. Now, I have these port rules on. Already made them but it's still the same, actually it was like that. What to do?

Port 3074 is being blocked. Open exception rules (both TCP and UDP) for port 3074 on whatever firewall that might be blocking it (either windows, anti-virus or router firewall).
