I was wondering can I download games from Steam.

Not buy them and then download just download(exept F2P and demos).

well, many years ago I used PacSteam. Quite sure there are more projects like that

There is also a modification to steam called Greenluma. I have used these both, you cant download every game, there is a list of games which you can download.
