I made it looking dark here by disabling the sun, using a custom IWI skybox and several more dvars.

you can play with this dvars a bit:

r_drawsun
r_brightness
r_specularcolorscale
r_diffuseColorScale

 

And the setexpfog of course.

"icbm" is a good vision to use that is present in all maps (multiplayer at least). Used in most zombies mods that have night.

brightness dvars and find the image that represents the sky in the .iwi files found in main folder and edit it in the way you like it.
