I have set max player 18 in my dedi watcher.ini

i mean this :

executable=iw4.exe +set party_maxplayers 18 +set net_port 28960 +exec server.cfg +map mp_rust +map_rotate

server is on the vps.

There is no shortcut because dediwatcher.ini does the job.

Also nothing in server.cfg about max player.

So you're actually using dedi watcher.ini to start the server?

Are you sure it's even getting executed, then?

I believe by default max slots is 18, but I may be wrong.

EDIT: Wait.

You said it says Awaiting challenge, etc. therefor the max isn't 4, since more than 4 can attempt to connect. If the actual max was 4 it'd just say "Server Full."

What are the specs of your VPS? It sounds as though you're VPS maxes out it's resources at 4 players.

It has 2 GB of RAM and enough cpu.
