I just went to my frnds home and there i saw no server showing

 

He tried to connect by Ip in the Console(/connect) and it worked

 

But when he browse the server it dowsnt work

His router is also forwarded and he has 1mbps ISP

Make sure your filters are reset to default.

Filters are as same...Internet Source and all the game modes and stuffs are set to all

Ask you friend to disable his router's firewall.

Also, port forwarding is not a fix, since it forwards traffic to a specific computer on the network, and if you're at your friend's place, I'm assuming that there's atlest two computers needing that traffic. You'll have to rely on the router's UPnP

also what kind of software he uses for protection? make sure no firewall programs blocking IW4M.dat as well.

Is your firewall k?

Firewall is ok.

My frnd Hosts MW1 with 40 players and we play under 100 ping.But now when he tried to host MW2 this problem appeared

lets see if it works or not

tell him to stop camping with RPD at MW1 then it will work

On the other side, 1mbps i kinda low since Minecraft requires 4mbps to run a server. Also the ISP might be blocking the external IP.
